Theexcitementamongthepublic,asthisresolutionbecameknown,wasintense,andlargecrowdsassembledinfrontofthebaronet'shouse,applauding,andshouting"Burdettforever!"Intheirenthusiasmtheycompelledallpassengerstotakeofftheirhats,andshouttoo.Buttheydidnotstophere.OnsuchoccasionsarabbleofthelowestkindunitesitselftotherealReformers—andthemobbegantoinsultpersonsofoppositeprinciplesandtobreakthewindowsoftheirhouses.TheEarlofWestmoreland,LordPrivySeal,wasrecognised,and,aswellasothersofthesamepoliticalfaith,peltedwithmud.ThewindowsofMr.Yorke,astheoriginatoroftheactsoftheCommons,werequicklybroken,and,inrapidsuccession,thoseofLordChatham,amidloudshoutsof"Walcheren!"ofSirRobertPeel,theDukeofMontrose,LordCastlereagh,LordWestmoreland,LordWellesley,Mr.WellesleyPole,SirJohnAnstruther,andothers.TheHorseGuardswerecalledout,anddispersedtherioters.Thenextdaytheserjeant-at-armsmadehiswayintoSirFrancisBurdett'shouse,andpresentedtheSpeaker'swarrantforhisarrest;butSirFrancisputthewarrantinhispocketwithoutlookingatit,andaMr.O'Connor,whowaspresent,ledtheserjeant-at-armsdownstairs,andclosedthedooronhim.AtroopofLifeGuardsandacompanyofFootGuardswerethenorderedtopostthemselvesinfrontofSirFrancis'shouse,andatnightitwasfoundnecessarytoreadtheRiotAct,andthentheGuardswereorderedtoclearthestreet,whichtheydid.Whilstthiswasdoing,SirFranciswatchedtheproceedingfromthewindows,andwasrepeatedlycheeredbythemob.Whilstthusbesieged,hewasvisitedbyLordCochrane,theEarlofThanet,Whitbread,CokeofNorfolk,LordFolkestone,ColonelWardle,MajorCartwright,andotherRadicalReformers.SomeofthesegentlementhoughtenoughhadbeendonetoestablishacaseforatrialoftherightoftheHouseofCommons,andadvisedSirFrancistoyieldtotheSpeaker'swarrant.ButSirFrancisaddressedalettertothesheriffsofLondon,informingthemthatanattackwasmadeuponhisliberty,byaninstrumentwhichheheldtobedecidedlyillegal,andcallinguponthemtoprotectbothhimandtheotherinhabitantsofthebailiwickfromsuchviolence.Inthisdilemma,thePremier,Mr.Perceval,advisedthattheserjeant-at-armsshouldlaythecasebeforetheAttorney-General,SirVicaryGibbs,whichhedid;butthereplyofSirVicaryonlycreatedmoreembarrassment,forhewasdoubtfulwhether,shouldanypersonbekilledinenforcingtheSpeaker'swarrant,itwouldnotbeheldtobemurder,andwhetheriftheserjeant-at-armswerekilled,achargeofmurderwouldnotissueagainsttheperpetrator.Thesheriffs,whowerethemselvesstrongReformers,laidtheletterofSirFrancisbeforetheSpeakerandbeforeMr.Ryder,thenewHomeSecretary,whocounselledthemtogivetheiraidinenforcingthewarrant.ButthesegentlemenproceededtothehouseofSirFrancisBurdett,andpassedthenightwithhimforhisprotection.

SanguinethoughtheDissentershadbeenrespectingthegrowthoftheprinciplesofcivilandreligiousliberty,ofwhichtheseedshadbeensownintearsbytheearlyPuritanconfessors,theydidnotanticipatethattheharvestwasathand.Astheirclaimswerenotembarrassedbyanyquestionofdividedallegianceorpartypolitics,manymembersofParliamentwhohadnotsupportedthereliefoftheRomanCatholicsfoundthemselvesatlibertytoadvocatethecauseoftheProtestantNonconformists;whilealmostallwhohadsupportedthegreatermeasureofEmancipationfeltthemselvesboundbyconsistencytovotefortheabolitionofthesacramentaltest.Yetthevictorywasnotachievedwithoutastruggle.LordJohnRussellsaid:—"TheGovernmenttookaclear,open,anddecidedpartagainstus.Theysummonedtheirfollowersfromeverypartoftheempire.Nay,theyissuedasortof'hatti-sheriff'forthepurpose;theycalleduponeveryonewithintheirinfluencewhopossessedthefaithofatrueMussulmantofollowtheminopposingthemeasure.But,notwithstandingtheiroppositioninthedebate,theirargumentswerefoundsoweak,andinthedivisiontheirnumberswerefoundsodeficient,thatnothingcouldbemoredecidedthanourtriumph."

AsMinistersdidnotresignonbeingplacedinaminoritythethirdtime,rumourswereindustriouslycirculatedbytheiropponentsthattheymeanttorulethecountrydespotically;thattheywereabouttodissolveParliamentthesecondtime,andhadresolvedtomaintainthearmyontheir[381]ownresponsibility,withouttheMutinyAct.Onthe2ndofMarchLordJohnRussell,referringtotheserumours,gavenoticethatheintendedtobringforwardtheIrishAppropriationquestion,andthequestionofMunicipalReform.ItwasforatestofthiskindthatSirRobertPeelwaited.Inthemeantimehedeniedthathehadanysuchintentionsasthoseascribedtohim,andcompelledMr.Humetowithdrawhisproposaltolimitthesuppliestothreemonths.HepromisedthatGovernmentwouldbringinaBillontheIrishChurch;butitwouldadherestrictlytotheprinciplethatecclesiasticalpropertyshouldbereservedforecclesiasticalpurposes.HedeclaredtheywouldbepreparedtoremedyallrealabuseswhenthereportoftheCommissionersappointedfortheirinvestigationwasreceived.

TheChristmasholidaysnecessarilypostponedtheplansoftheconspiratorsbytheMinistersgoingoutoftown,andthedeathsofthekingandoftheDukeofKentproducedfurtherimpedimentsbypreventingtheregularCabinetmeetings.AtonemomenttheplanappearedtobeinjeopardyfromtheMinistersbeingindangerofdismissalfortheirrefusaltoprocurethenewkingadivorce;butallthesehindrancesonlythemoreenabledEdwardstoplyhisarts,andstimulatehisvictimstotheirdestruction.Sothoroughlyhadhebroughtthemtothispoint,that,onthe19thofFebruary,theycametotheresolutiontoassassinatetheMinisterseachathisownhouse,astheycouldnotgetthemalltogether;butatthismomentEdwardsbroughtthemwordthattheMinistersweregoingtohaveaCabinetdinnerthenextday.Tomakesure,theysentoutforanewspaper,andfindingthatitwasso,ThistlewoodremarkedthatastherehadnotbeenaCabinetdinnerforalongtime,therewouldbefourteenorsixteenthere,anditwouldbeafinehaultomurderthemalltogether.ThedinnerwastobeatthehouseofLordHarrowby,anditwasplannedthatoneoftheconspiratorsshouldcallwithanote,andthentherestshouldrushinandputtheMinistersalltodeath,andbringawaytheheadsofSidmouthandCastlereaghinbagsprovidedforthatpurpose.Theywerethentofirethecavalrybarracksbythrowingfire-ballsintothestraw-sheds,andthepeoplerising,astheyhoped,onthespreadofthenews,theyweretotaketheBankandtheTower.

Indeed,Mr.O'Connell'sagitatingtourintheNorthofEnglandandinScotlandwasineffectacrusadeagainsttheLords.InaspeechwhichheaddressedtoanimmenseassemblageoftheworkingclassesofManchester,hesaid,iftherewereonlyoneHouseofParliament,amajorityofthatHouse,perhapsafaction,mightbecometherulersoftheentirenation.Hewas,therefore,fortwoHouses,buttheyshouldbehonestandcompetent.Whyshouldamanbealegislatorbecausehisfatherwasone?Itwasasreasonabletoexpectthatamanwouldbeagoodtailoronthehereditaryprinciple.TheLordshadprovedthemselvestobearrantbotchersintheworkof[393]legislation.Weretheytohave170mastersofthatclass?Hethenproceededinthisstrain:—"Willyouendurethatanygangorbanditti,Icarenotbywhatnameyoucallthem,shouldtreatyoucontemptuously?Inoneword,Icallthemrogues.WemustputdowntheHouseofLords.Yearemiserableminionsofpower.YehavenochoiceforyourselvestillthatHousebethoroughlyreformed.Letthekingretainhisprerogativeofraisingmentothatrankandstationtowhichtheymaybeeligible.Letevery200,000meninGreatBritainandIrelandselectonelordfromthislist;thatwillgiveyou120forthe24,000,000;letthembere-eligibleeveryfiveyears,andyouwillhaveasteadyChamber."Still,theoutrageousattacksofMr.O'Connellgavemuchoffence,andwhen,onhisreturntoDublinafterhiscrusade,hewasinvitedtodinnerbytheLord-Lieutenant,aviolentstormwasraisedagainsttheGovernment,andthekingwasgreatlyindignant.

TheHomeSecretaryoncemoresubmittedhisviewstotheDuke,inamemorandumdatedJanuary12th,thatwaswrittenwithaviewtobeingsubmittedtotheking,inwhichheputtheinevitablealternativeofaCabinetunitedinthedeterminationtocarryCatholicEmancipation,oraCabinetconstructedonexclusivelyProtestantprinciples;andhecametotheconclusionthatnoCabinetsoconstructedcouldpossiblycarryonthegeneraladministrationofthecountry.ThestateoftheHouseofCommonsappearedtohimtobeaninsuperableobstacletothesuccessfulissueofthatexperiment.Sincetheyear1807therehadbeenfiveParliaments,andinthecourseofeachofthese,withoneexception,theHouseofCommonshadcometoadecisioninfavouroftheconsiderationoftheCatholicquestion.ThepresentParliamenthaddecidedinthesamemanner.Adissolution,wereitpracticable,wouldnotresultinanelectionmorefavourabletotheProtestantinterest,ifanexclusivelyProtestantGovernmentwereformed.Evenshouldtherebeanincreaseofanti-CatholicmembersinEngland,itwouldnotcompensatefortheincreasedexcitementinIreland,andtheviolentandvexatiousoppositionthatwouldbegivenbyfiftyorsixtyIrishmembers,returnedbytheCatholicAssociationandthepriests.ThentherewouldbethedifficultyaboutpreservingthepeaceinIreland.Duringthelastautumn,outoftheregularinfantryforceintheUnitedKingdom,amountingtoabout30,000men,25,000menwerestationedeitherinIrelandoronthewestcoastofEngland,withaviewtothemaintenanceoftranquillityinIreland,GreatBritainbeingthenatpeacewithalltheworld.WhatwouldbetheconsequenceshouldEnglandbeinvolvedinawarwithsomeforeignPower?Variousotherconsiderationswereurged,uponwhichMr.Peelfoundedhisadvicetotheking,whichwas—thatheshouldnotgranttheCatholicclaims,oranypartofthem,precipitatelyandunadvisedly,butthatheshould,inthefirstinstance,removethebarrierwhichpreventedtheconsiderationoftheCatholicquestionbytheCabinet,andpermithisconfidentialservantstoconsideritinallitsrelations,onthesameprinciplesonwhichtheyconsideredanyotherquestionofpublicpolicy,inthehopethatsomeplanofadjustmentcouldbeproposed,ontheauthorityandresponsibilityofaGovernmentlikelytocommandtheassentofParliamentandtouniteinitssupportapowerfulweightofProtestantopinion,fromaconvictionthatitwasasettlementequitabletowardsRomanCatholicsandsafeasitconcernedtheProtestantEstablishment.
